Unofficially, there is a workaround to use the Help download intended for Windows 8.1, though is a bit fiddly. WINHLP32.EXE still exists but its only function is to open up your web browser, and display the knowledge base article from the Windows Support site. Microsoft decided to pull the pin altogether by not offering this for Windows 10.
